e40d slipping on downshifts????

I just bought 95 f250 with a 7.3 with and am wondering if this e40d is behaving normal as this is my first 7.3. Trans is supposedly rebuilt. While crusing at 55mph my rpm's are just under 1500 if I give it full throttle the trans downshifts the rpms rise to 2500 then settle 250 rpm before the truck starts accelerate. Is this normal?

Also from a standing start if I take off full throttle the 1-2 shift causes the rpm to drop to 2000 and the truck bogs down. I also only count 4 shifts in rpm. It seems that im skiiping a gear or the converter is locking during the 1-2 shift. Im going to make a pull tonight while touching the brake and see if the converter locks during the 1-2 shift.
