Help! Truck bogging down when slowing down

2003 7.3 Having an issue with slowing down. Truck has a DP tuner on it. When coming to a stop or slowing down to make a turn, the rpms drop low to about 500rpm and it wants to die. I havent had it stall out on me yet, because i have caught it fast enough and put it in neutral right away and it idles fine. It also seems like it is confused when to shift between gears? it goes into gears fine, just the shifting times is what is different. I was told possibly TCC solenoid or just the torque converter itself? Just need more thoughts on what it could be before i start throwing money at it!
