no 3rd gear lock-up for decel

when you get off the throttle the tranny will hold back or decell in O/D but not 3rd. if you turn off O/D and get off the throttle you will be coasting and not holding back. would this be the coast clutch solenoid?
any input would be great thanks.
P.S. 2001 7.3 4R100 (tranny stock)

I have learned a lot about transmissions but I am not sure if yours is the same setup in auto transmissions to get engine braking when decelling there is either a band or a oneway clutch that does this on the transmissions I have worked on they call it a 3rd oneway clutch sprag But I believe it depends on the transmission. I am just giving you what i know.
