Diagnostic code 1746

I pulled a P1746 engine code off my 2000 F-350 dually w/7.3L. The description w/the code says pressure control solenoid. The vehicle seems to shift very firmly like it has a shift kit installed. I only recently purchased this vehicle so it very well may have a shift kit, I just don't know. It also doesn't seem to like third gear very well and spends little time there before shifting into fourth.
