WOT 3rd gear lock up questions?

I've noticed that when doing WOT runs that my Trans shifts fine to third and while in third when the TC goes to look it wants to almost lock but it feels like slippage. As soon as this happens I get out of it. I've checked the fluid and is fine. My questions are will a bad TC make this happen? Also I've noticed that my Edge Evo, while messing with the Trans shift points, will actually make the Trans not wanna shift correctly. It's my opinion that my tranny tuning is the issue but, I need some other opinions. Thanks

At WOT, the tc should come on in 2nd.

With stock programming? I thought the TC didn't lock up till 3rd? The reason for these questions is because I was having some funny shifting problems. I found that the Edge was the culprit and have since moved on to tunes from PHP.
