Shudder in shift between 3rd and OD

My f250 developed a shudder when shifting between 3rd and 4th. The best way to describe it is that it sounds like the rear of the truck is running over lane dividers for a second. I swapped out a little over 1/2 the tranny fluid and the problem still remains. Is this usually a converter slipping issue, or a probblem deeper in the tranny?
