Rough running question?

I have a 1999 7.3 and my problem is is that when the truck first starts up it idles fairly rough, and you can basically hold the throttle wide open and the truck wont reach over 1000rpm. Once the truck is warm it acts fine though. Is this just a simple glow plug problem or...? Im sure this is a simple fix, but im new to the whole world of diesels. thanks

This may sound stupid but check your oil level. When I had a oil leak sometimes I let my oil get too low. It would start and drive down the street about an 1/8th of a mile and then just quit on me. I had to crank and crank to get it going and it would run rough. Just like you, no amount of throttle would get it above 1000 rpm. Then enough heat would build up causing the oil to run thinner and it would start and I would be on my way. I now know that it was caused by low oil level.
