17* HPOP Drainback problems?

I had Scott install a used 17* pump on my truck not too long back, and I put my newer IPR in it.

When the truck sits for a couple of days, it wont start till I crank on it two times(about 5 seconds each crank)

I left it sitting all week long basically and It took over 3 minutes of solid hard cranking to get it running. I am saving for an adrenalin HPOP now, but I am curious, what makes it drain? Can I look into my HPOP and maybe see or stop whats causing this issue till I get my new one?
