7.3 hesitation problems

i got a 2000 7.3 all stock and when i hit the gas evenly the rpm's jump around 300 rpm's. causes the truck to be very hesitant, in a light jerking. i drained the fuel filter for water, and that's all i know to do. i'm new to the diesel world, and very curious in learning. any ideas?? things to look at etc? thanks for the help...

Change the foot pedal. It has a Throttle position sensor built in it. Its all electric
