Have a truck that has an electrical problem every time you pull the steering wheel down to a comfortable position. My bet would be that there is something wrong with your wiring harness in your column

It almost sounds like there is a wire grounding out on you . I hope you are able to seeit when you get the covers off. It might be an idea to have your truck in a dark area when you get the covers of. If you cannot find a grounded wire just by looking try using your wipers and it might cause a spark if it is grounding out on you.
