Water In Fuel DTC P1139

I have a no start situation in my Australian (Brazil built) 05 7.3l. (same as US 03) It cranks but doesn't start.
The Superchip DTC tells me P1139 WIF circuit fault.

So just to be sure I drained the filter/seperator as per the manual, however the fault remains.

I've checked wires and connector seems OK

The WIF light does not come on with the other instrument lights when I switch the ignition on. To be honest I can't remember if it ever did. I suppose it must have done, if that is what is supposed to happen.
So looks like a blown globe. Question is would that cause the P1139 fault and a No start,or is there some other reason.

I don't want to pull the dash apart if I don't have to.

Any advice or suggestions are much appreciated.
