Engine Power issue after restart

I have searched high and low in this forum trying to find a similar problem, but no luck.

I have a stock '99 F350 7.3 Liter with 200K miles, that starts from cold good, maybe a slight hesitation, but nothing major, and will run strong with plenty of power until I stop somewhere and shut it off. When I start it up again, after going to the store or something, it has no acceleration and almost sounds like the engine has been put on mute. There is a significant noise loss. The turbo sounds like it is spinning fine. After limping it home, it will die, but there is no CEL. I have not scanned it to see if it triggered a code. I recently changed the fuel filter and the CPS. Any help, or a general direction would be good. I also don't know very many acronyms for the diesel. Thanks.

had a similar problem with my 96er about a year ago. but i had a check engine light. ended up being my IDM (injector driver module).
