Cold start issue

Hi, guys, i have an odd issue i think. Truck is a 96 f350. GPR was replaced last year, glow plugs were done 2 years ago and batteries were replaced last summer. Truck just turned 100k. Up until the summer the truck would always start. Now it needs to be plugged in or needs a shot of ether to fire. blows white smoke during cranking so i know the fuel is there. When i put a test light to the gpr, it has power to the main post, until i turn the ignition on. at that point, all power goes away except for the small red wire. Once the relay clicks off after a minute or two, power is back at that post. it is never seeing power to the glow plugs anymore. this makes no sense to me whatsoever. What am i missing?
