runs rough cold

if i start my 99 7.3 and do not let it warm up enough, it will only go about 1/2 mile, then it willstar to run rough like a gas engine loading up the carb, if i put the accelerator on the floor and push in the clutch it will slowlly rev up and clear itself out. if i let it warm up for about ten minutes it is ok. any ideas?
