early 99 runs good when cold then runs sluggish

early 99 f350 7.3 auto. The truck is sluggish and then seems to get a big boost of power when pulling out from a stop. The power is on and off like a switch. At 1/4 throttle its almost like it down shifts, runs great until you let off the throttle a little and then it runs sluggish. It only does it when its 30 degrees or colder and only the first couple miles, after that it runs sluggish.

new map sensor, barometric sensor, rebuild turbo, under valve cover wiring, injector o rings, glow plugs, ebv sensor, cleaned tube.

Everything is stock except for a diy intake kit and diablo tuner, which i turned back to stock until i figure out the problem.

any ideas?

Same deal

I have a 2001 PSD an I'm having a similar issue when cold it runs good but as it warms up it loses power. I have replaced inj. O-rings rebuilt the turbo new ICP sensor, new IPR. I replaced the HPOP but I found that it was for a 97 model, at WOT my pressure drops to 800/1000 lb but if I back off to 1/2 throttle PSI will jump to 2700/3000 lb under a load.
