no start at times scratching my head! Help!

here we go.

When over 70 my truck will start most times cold or warm

When sitting over night under 70 my truck will start sometimes most times not then start once warm.

when under 60 Truck will not start unless I keep trying then starts after 6-10 tries or if I jump GP solenoid for 30-40 seconds. I think plugs are original and 230k miles. Once warm will start.

If 30-40 degrees will not start at all unless I jump GP for 1-2 minutes.

If under 30 truck will miss for 3-5 minutes when cold.

Then even when warm sometimes I have to turn the key and turn over 2-3 tries to start. OIL in hpop good, not draining and always near top.

Minimums of 500 psi icp press are good.

Sometimes sounds like its not gonna turn over like a real weak battery than after 1 rev turns but at 100 rpm

Everytime I check with A/E engine never turns faster than 100 rpms.

Other problems, have a ticking/tapping noise that I cant figure.

If I let off the gas it's still there but lightly, louder at idle and even more so under throttle. Sounds like a exaust leak but I fixed all exaust leaks.

stock injectors most likely with 230K.

Passes contribution & buzz and KOEO tests.

Perdel shows #8 as high as 3-4 sometimes, has slight miss that is only felt if held at 1100-1300 rpms in neutral.

Get a CEL and code for icp over/under expected range when going up hills with a 5K trailer but if I slow it down then CEL goes off, if I go up hill at 50mph no CEL comes on either.

No other codes.

So is starter dying? Hpop dying? Both? Bad lifter? All of the above or just a new starter and sticks? Obviously I need plugs.

Mechanics cant figure it out and or say they cant hear nothing, but I know what my truck sounds like.
