Ideas on where to look for start-up issue?

I have a 2001 superduty with 7.3

Sometimes when you try to start the truck the WTS comes on and cycles but the truck will not start. Most times when this is happening the truck will have to be plugged in for about an hour.
This can happen at any temp outside.

Other times the truck will start right up after the WTS light goes off. When its working the truck will start when its 10 outside without a problem. For the last week the truck has started just fine and now again the truck is back to not starting.

I was told to unplug the ICP and try to start and when I did there was no change.

My guess is a short but where would I look for this kind of issue?

Also the GPR is new and tests fine.
