Cold Radiator Hoses.

Hi all, ive noticed over the past couple weeks my truck takes along time to reach temperature. Its been in the single digits at night and high 20s during the day. I have good heat inside the cab around 175degrees but it takes 20 minuets to get there. I have been checking the temperature on the radiator hoses and degas bottle and the temp has never went above 70 or 80 degrees. The temp of the degas bottle has been in the 20s no matter how long or hard i drive the truck. Im thinking t stat stuck open but i dont want to just throw parts at it. Any help would be much appreciated.

00 F250 7.3l 6 speed , hutch mod, Coolant Filter, 203* Thermostat, Afe Big Boost 6637 Filter, 4 inch turbo back straight pipe, garret non ebpv pedastel, garret highflow out let, riffraff Billet compressor wheel.
