rough idle, lack of power, oil in ICP

98' psd,

started out as hard to start(even when warm) then check engine light is on, won't rev past about 2300 (lot of white/ grey smoke) so i drive it a bit and the check engine light goes out, revs good again, but still lacks any power. i started out looking for loose / cracked or broken connectors, no oil leaks, no fuel leaks, new fuel filter about 200 miles ago, in this checking i found that when i removed the connector for the ICP it had oil in it. Could the ICP shorting out cause the aove simptoms?

Yes....thats the first place i would start.
