normal operating temp

I'm new here, Just bought a 2000 F250 drove it home (about 50 miles) the outside temp was about 9 Degrees F. The tempurature gauge never got much above the C on the guage. The truck hasn't been driven much in the last year. Could the thermostat be stuck open? I would assume that the normal operating temp would be higher than that. The Cab temperature seemed ok but if I turned the fan speed up the temp guage would drop a little. Had a ford gasser a few years back and it always ran cold in the winter didn't know if these acted the same.
