GPCM Problems

Truck won't start unless plugged in.

Throwing a P0683 Glow Plug Control Module to PCM Communication Circuit. Replaced the GPCM. Still throwing the code and still won't start unless plugged in.

My only other thought is this service bulletin:

2000-2003 Electronic Glow Plug Control Module Harness Repair Kit:
7.3 trucks with the electronic GPCM may exhibit hard or no start when cold. This may be due to damaged GPCM harness connectors or terminals. Use repair kit 4C3Z-12B568-AA, which is intended for the 6.0 liter PowerStroke. TSB 04-22-8
Anybody have some ideas, was kinda hoping that I could just replace the GPCM and everything would be fine.
