7.3 Naturally aspirated

I know this isn't the right place to post this, but I feel I had no other option as this is an early 7.3. When I turn the ignition to the RUN position the "Wait to Start" light comes on and immediately goes out. I put another relay in it and that didn't help any. I can see there's a box it's mounted on which looks like a controller of sorts. I checked the glow plugs and they're good and get hot. So my dilemma is that since it wasn't the relay, where do I look next? I am sure some one has had this issue before and knows what's going on here. Any help is appreciated.
