New and need help, idling issues and white smoke

Ok here goes, I just bought a 2000 f250 with 134,000 miles. It has white smoke at start, but goes away after like 2 minutes. It takes some cranking to get it to start (does not fire right up). After it has started it is like it's searching for idle, revs down then up, sometime stalling. Also when I goes into rev/drive it idles down and also sometimes stalls. While driving it runs fine (stock) so not great. No miss at all. SES light goes on and off while driving. Codes given when my father inlaw's programmer was plugged in were p1280 & p1316. Changed the ICP sensor and cleared codes. Started truck, no change, reran diagnostics and only got p1316. I do not know where to go from here other than a shop, but do not have nor want to spend the money on that...any ideas would be much appreciated! Thanks in advance!
