surging

I have a 99 7.3 PSD and when I first start the truck it surges for about
thirty seconds or until i hit the gas pedal. It's only does it when the
truck sits or if it's around thirty degrees. I scaned it and found no
codes, also the cam sensor was replaced last year??????

I think he means that when he first starts it when it's cold enough outside that the motor will idle up and down almost like a seriously lopey cammed out drag car ya know? If so, I don't think it's anything out of the ordinary. I own a 99 as well and mine does it if it's cold enough or if I haven't plugged it in or driven it for a day or so. I tap the gas pedal just enough and it will then idle at a more constant rpm. So it shouldn't have anything to do with a cam sensor....It's just a cold weather thing...
