1999 psd 7.3L exhaust back pressure problem

i have a 1999 psd diesel with a exhaust back pressure problem. i paid a shop to scan the truck and they told me the truck has a valve that is staying closed as if the truck is still cold and not up to temp. Is this problem caused by the sensor that is mounted on the y pipe with the two vacuum lines going to it one green and one red? if you have any suggestions please email me a tnhotrod@aol.com or the thread. thanks

the problem with my truck is that it seems to have lost alot of power..
