surging issue

2000 F350 7.3l auto trans, powermax turbo, 250/100 full force diesel hybrid injectors, strictly diesel regulated return system,walbro fuel pump set at 65psi, head studs, pushrods,valve springs, 6 position chip with custom tunes and adrenaline hpop. I had the head studs, injectors, valve springs and pushrods all installed at the same time. Every now and then the truck will start surging at idle and also while driving at light throttle and feels like it loses a little power. When starting the truck hot it idles rough after about 1 second after it starts then clears up and levels back out and runs fine. When the truck is cold from setting over night the start up is not as bad. The surging issues do not occur all of the time but when they do it happens when the truck is hot or cold. I have checked the connection on the chip, looked for rubbing on wiring harnesses, replaced the throttle pedal, icp sensor, and the ipr valve. Before having all of this work done the truck ran fine with the same setup but with stage 1 injectors with stock nozzles. I'm leaning toward maybe a tuning issue or maybe the hpop going bad. Anyone have any other ideas on things to check?
