fuel supply problem

I have a 97 powerstroke and it died on me the other day will not start back up so i change the fuel filter and drained the filter houseing because of alot of dirt being present. Put all back together still wouldn't start tach is moving so i dont suspect cam sensor. I took filter cap back off and noticed that the filter housing never filled back up with fuel. when turning engine over should it automaticly fill up or does the computer have th give it a signal. the other thing is i have some relay chatter comming from the fuse housing

sounds like your fuel pump may have died. Check for any fuel leaks, particulary in the valley down by the pump itself.
