Unhappy No Start No Codes No Smoke HELP..

2000 F250 Automatic Stock 7.3, Pulling RV home shut off will not restart. Towed to shop. Snap on analyzer Mech said bad PCM. No Other Codes,Towed home, installed new PCM Still no start. Have WTS light, Replaced GPR, CPS twice, Cranks 165 RPM, with 10.8 Volts, IPR @ 14.7 climbs into high 20's, ICP shows 2000+ while cranking with ICP sensor plugged in or Unplugged. all injectors ohm out under 3, Replaced Fuses, Relays. Have great power to IDM, Grounds ohm check under 0.1....Brand new IDM with power on is only showing 2 to 3.5 volts on Pins 23 and 24, All other IDM harness checks are good. Could this new IDM be bad?

I have no way to do Buzz Checks
I am at a loss

Is your fuel bowl full. If so, drain it and see if it will refill.

I guess before that, when you turn the key on but not start do you hear the fuel pump run?

ICP numbers seem not right at 2000 either plugged or not. Unplugged, that does seem right. That's default.

Yep got good fuel flow, pump runs fills bowl. ICP pressure starts out low 500 or so and builds up while engine is cranking

What voltage does you other IDM show compared to new one?
When they installed the new PCM was it flashed to your VIN?
You ICP plugged in at initial cranking of 500 is normal. Idle is usually 5-600.

PCM was flashed to VIN, Turned in old IDM when got new one so do not know
