PCM location

Where is PCM located on '97 7.3 and how do you check to see if you have power to it?

I think fuse # 22 under the hood is the one that powers the PCM. The PCM is located in the driver side kick panel area, behind the parking brake pedal. To get to it, you have to remove the two retaining nuts under the brake master cylinder and pull it out. You should see the large rectangular bundle of wires there. You also have to unbolt the driver side inner fender and pull it down to get the PCM out.
