No power, low to mid range on my 99 f-350

Does anyone know where to look for a reason why my truck wont make any power from low to mid range. If you stand on the pedal youll feel a short burst of boost but the truck struggles to reach 55 mph in 4th gear. the truck is a manual. ive gone through the motions, replacing the fuel filter, checking the ept and sensor, which was clogged. replaced air filter, checked that the boost sensor line was not clogged and all vacum lines were hooked up. im scratching my head and wondering. in neutral if you stab the pedal the motor seems to drag or hesistate for a split second just off idle of above 1000 rpm. i notice the boost in the truck close to 2500 rpm and thats all. i havent had the hpop checked for pressure yet but it is filled with oil. what else can i check, look for or get done to straighten this headache out. all your input is greatly appraciated. Also im located in Connecticut. Are there any guys in CT who are known for their work on 7.3's for repairing or making better power with them ?The truck has high milage, im the second owner, 294K.
