Help - 2003 code p1211 and loss of power

My 2003 7.3 will throw a check engine light and code p1211 under hard acceleration and towing. While watching the display on Edge programmer at high RPM the icp duty cycle will go as high as 90% and the hi pressure oil pump will go up to 2400 - 2600psi and then drop as low as 1900 psi and hold. If you back off the throttle, the oil pressure will spike up to as high as 3300 psi for a split second then drop. The ICP sensor has been replaced, HPOP replaced, ICP regulator replaced, oil just changed and tried different computer. I also have no hard start cold or hot and truck runs fine other than under load or hard acceleration. Any thoughts?
