turbo not spooling up 2001

Hi i'm having turbo problems in my 2001 f350 i checked turbo it is fine i couldn't get the waste gate to open though so i put pressure to the red line going to the waste gate acuator on the turbo it moved fine so i went and bought a back pressure solenoid still does not work wondering if the two wires can be checked that go into the back pressure solenoid checked to see if they where hot with a test light they where not please help thanks
