P1211 - runs fine but just doesn't have any power up top

Ok I've been fighting this issue for three days now and I'm at a loss.

2000 F-350 7.3l manual trans with 275k

The truck starts, runs and drives around fine until you lay into it and then it just runs out of steam when it gets up around 2400+ rpm, and then it just stops revving any higher, 3rd gear foot to the floor and it will on go about 65 mph When this happens the ICP reads about 1500psi and IPR is at around 60%, boost psi is around 7 or 8, will spike to about 10 or 12psi when you first get on it.
It has a new ICP Sensor, a Known good IPR and a new HPOP

Turbo is in great shape, no shaft play or binding
No air charge cooler or pipe leaks
Fuel pressure is 55-70 psi while driving
New MAP sensor
New EBP about a year ago, yes the pipe is clean
Oil level is good with about 4k on the oil change
fuel filter have less than 8k on it
Air filter is good
Warm up exhaust valve operates as it should.
all injectors are original except #3
new up pipes and gaskets a year ago
Injector buzz test passes
cyl contribution test passes
no Aftermarket parts with the exception of a superchip programmer

I'm kinda running out of options on things to look at.

What about a injector o-ring bleeding off pressure?

Anyone else got a idea?

Have you tried running it without the programmer running? I get the same code on mine but i dont lose power like yours does. My CEL flashes on for a sec and goes off. Your HPOP is either not providing enough pressure or to much pressure if I remember what I read from All Data if it drops bellow 4500psi or is above 6,000psi it will set the p1211. Try searching on google but the overall story is your HPOP is on its way out if it is throwing this code. If you run it stock and it keeps happening you will need a new one for sure, or it could just be a fluke from running the programer.

Just put a new pump and IPR on it, also I have notice that the oil level is rising

Does the oil smell like diesel? Are you loosing coolant from the degas bottle?

Update....Re O-ringed all eight injectors, power is back to normal, oil level is no longer rising and the truck hasn't run this smooth in years. Anyone need a good used HPOP??

how much? mine is throwing this same code and kinda shakes/misses when im getting up to highway speeds. Im thinking either hpop or injector o rings. I also put some seafoam in the hpop and after i started it i could smell the seafoam burning through the exhaust. So could this be orings or hpop? truck just dont seem to have as much power as my other 7.3's ive had in the past.
