cold start problem

I have a 2000 PSD with 96000 miles. The truck has started having problems on cold starts. It feels like the motor is only running on a couple of cyclinders and only last for about ten seconds and then the truck is fine. This only happened at first when the weather was cold but now it seems that the temperature is not a factor. Ford has replaced the glow plug relay, cam sensor, exhaust pressure sensor, and flushed the injectors. Nothing seemed to help untill the injectors were flushed and it ran fine for a couple of weeks. Now once again it has rough starts every now and then. Does this sound like an injector problem or what? No codes are showing on the rough start.
