replaced ICP sensor now new one is bad?

I replaced my old ICP sensor because the connector was filled with oil and I have a low boost issue so I figured replace it. I was told once they fill up they are bad? Now after driving about a month the new one is filled with oil too? Is is true once oil is in there they are bad? I still have a low boost issue too. (yes I cleaned the connector before putting the new one in)
