Unhappy 1995 7.3PSD problems... help!

hi i just bought a 1995 f-350 crewcab 7.3L DSL (5 speed 4x4) 123K mi

okay well it glow plugs fine starts fine and all, then when you rev it (normal temp...) sometimes it seems like the throttle sticks (electronic throttle??? wtf?)... it doesnt stick but doesnt fall for a second after i pull my foot of the pedal

and.

sometimes (most times) when you just rev it a little bit and then ity drops to idle it scuttles... (cuts out a bit) and then goes back to a good idle

and...

sometimes when its idling or when your driving it the "wait to start" light" comes on and it glow plugs-dropping the rpm's to an idle

also idk if tyhe guage works or not but it moves witht the key on, but my amp guage is always buried below the 8amp...

are my glow plugs staying on???

with it running and lights ect on both batteries are 14.4VDC...

it also has afrtermarket exhaust and k/n intake

IMPORTANT!
there's a sensor that goes to the factory airbox that isnt hooked up anymore...
but tried unplugging it on a no issue '96 and it didnt make a difference so..

HELP PLEASE!!!!

okay so previous owner that built the truck said possibly part of the problem could be the cam position sensor even though it was replaced 1 year ago?

and then im guessing the glow plug problem is somewhere in the wiring harnedd that was replaced with the glow plugs, 1 year ago...

how would i find that ... it usually only glow plugs when you get on it or wood it and let up... (warm, and cold temp)
