lack of boost? bad fuel milage?

still pretty new to the site and diesels them self but slowing learning more and more about them. So here is my problem- since i have had the truck i have always found it kind of sluggish but i also do drive it pretty easy and could hear the turbo whining so i figured it was just the way it is. it has the 6 speed manual and is also a 4x4. i had it in a shop the other day since i didnt want to do a coolant flush and make a mess in my garage and the mechanic took it for a ride and also said he found it sluggish for a 7.3 . now just recently i changed the exhaust back pressure sensor and the tube with new oem parts , the old ones were packed solid with build up. so after the new parts were installed i was hoping to see a difference in gas milage and performance and i did not. I told the mechanic that and he said that from what his code reader said it looks as if i just fixed half the problem and that my truck should have way more power and it should be able to build up more boost. ive spend the last 2 days reading forumns and coulddnt find too many things to help me out without removing the turbo which i dont want to do unless i have to. if anyone could point me in the right direction on what to check that would be great. thx
