Loosing Power Through RPM Range

I have a 2000 F350 6-Speed PSD; and the other day I noticed that I didn't have any power through the 1500 to 2000 RPM range, and that there is a hissing noise comming from the turbo that isn't normal. The noise starts at 1500 and quits right before 2000 RPMS. I think it's a waste gate acuator issue but am not too sure...I've only had the truck for about a month and am new to Fords. Ex-Chevy Guy lol

there is a butterfly valve that psds use to warm the truck up quick but over time the sensor goes bad and prematurly closes in cold weather i unhooked mine altogether.there is 2 wire plug that goes to the turbo just unplug and that noise and power issue will go away
