water pump gasket 2001 7.3

Just replaced my water pump and the gasket that goes in the thermostat was gone. does anyone know if that gasket goes on top of the thermostat or on the bottom? It fits the housing perfect if it goes on the bottom. if you put it back on top and tighten the bolts the gasket comes out of the sides dont know which one is correct please help.

I bought a new thermostat from international and gasket from ford. The termostat had a gasket wraped around it so I just put that in and it leaked. so thats when I put the other gasket and now it does not seem to leak should I pull it apart and do something different or just let it go since it dose not leak at all.
