Cool Sticky Oil Ring, Bad Oil Ring, Turbo?

I need some help with this problem, I have a 99 F250 7.3L 4x4, I took it out west last week (1500 Miles) and about 500 miles into the trip, I noticed excessive white smoke, especially at lower speeds. other then that it seems to run fine with no trouble codes. It had a P1248 and a P0603, I cleared them and they did not return (yet) the P1248 is a no Turbo flow detected. anyway I just checked the Oil level and was 4 quarts low. I just changed the Oil before taking it out west. so I think it's certian I am sending Oil out the exhaust but I am not sure what the problem is or what the cost to fix it might be. any advise???
