2000 7.3 Lacks power on cold start

Lack of power on cold start for about 1 min. Engine will only rev to 2500 rpm. Disconnected EBPV with same results. Had reoccuring code for IDM, replaced IDM, fixed code but still have symptom, Had glow plug codes, replace glow plugs, fixed code and long crank time but still have same problem. Any Ideas?

how many miles on truck, could be a slight injector wear issue , which is fairly normal on higher mileage injectors
