7.3 hard start

I have a 2000 ford f250 it has problems starting in cold today it would crank and act like it would start for a min and then crank like not getting fuel. We bled the filter a few times no luck, took the line off the fuel pressure side no fuel came out but when turned the key on had pressure. Took the sensor off the the hpop reservoir and turned key off and on it bubbled put sensor back in and fired up what making it not start by itself.

I have a rebuilt engine with 20 miles on it
New injectors
Uvch harness
Hpop oil lines o rings
Glow plugs
Turbo
Oil cooler rebuilt
Low pressure oil pump.

It did start fine when we left it in the garage but outside it didn't.

Well found out it fires up if you unplug the passengers side bank. Injectors ohm 3.2-3.5 so we made a hpx oil line and what do you know it fired up at 28 degrees without plugging it in. So maybe I have a bad check valve on the passenger side?
