Turbo Flutter

Hi,
Trying to get an answer on my issue and possible cures. I dont want to throw money at something not knowing if it will fix my issue.

Here are some videos on youtube of what my truck does, this is NOT my truck.

1999 Ford F350 7.3 Compressor Surge - YouTube

and this

Weird sounds from my 2000 F350 7.3TD-maybe the wastegate? - YouTube

and this

http://youtu.be/Q9VavmpGLtI?t=44s

I notice the pressure cooker sounds and what seems like air going past the partially open/closed waste gate

So, do I need to replace the turbo impeller or the wastegate controller?

If I am pulling the turbo I want to make sure I do what is needed.

One or both? impeller/wastegate

If your read comments below the videos on youtube some say wastegate others say impeller wheel?

Those who have fixed this what did you change out?
