Unhappy 7.3 Bad Performance Cold-No power

I have a F250 7.3. I have just replaced the vacuum pump fixing my brakes. No longer have to be superman to use the brake petal. However, it did not fix a real poroblem I still have. The truck has to warmup for a very long time to work. Even after the engine gets to full tempature, until the transmission temperature is over 125F, I can barely run the engine is so sluggish-almost zero power and no response or controll. When it decides to go, it acts like nothing is wrong. However, if I am not on the freeway, I have to turn of overdrive to keep it from constantly downshifting. Any ideas why this 7.3 acts this way. If I use the electric heater it does speed up the process noticeably. So temperature is related to one of the problems for sure.

EBPV (Exhaust Back Pressure Valve)

Normal condition when it's cold. Unplug the valve and it won't do it anymore.
