Hard Starting once started runs rough no throttle response

I put new glow plugs in it and a new gpr on it and it still dont want to start if it gets before like 40 degrees.once i plug it in for 30 min or so it will start but it runs rough and no throttle response on my stock setting but if i turn it up to like 100hp setting i got some response but still not like it should be its extremely bad when its like 20 degrees out. truck has 222000 miles on it. its a 2000 7.3 could it be a icp or the ipr or maybe the injectors wat could it be.

runs fine once warm? have you checked for codes? does it smoke like crazy once started? or not much smoke?
sounds like injectors.

Runs real good when warm and yes its smokes. Its a pretty much a blue smoke with some white smoke. I no its a nature of a 7.3 to smoke blue buts its a preety good amount on startup but when its warm no smoke.

I agree with kaya. sounds like injectors.
if you tromp on the petal when its smoking I bet you can fog out your neighbors from there home? then it clears up and runs fine?

if you can run a buzz test you will more than likely find the majority of your injectors are quiet if you do the test first thing in the morning before you try and start the truck for the first time.

i wont be able to run a test when cold i can only do it when its warm but i figured it was injectors. yes it will fog out the neighbors if its cold if i got it on stock setting and i floor it it will spit and studder for alil bit then it will eventually open up but it will throw blue smoke then it will striaghten out.

you can do a buzz test cold or hot. although, a buzz test really only tests the electrical integrity of the circuits. if mechanical components have failed, it won't show.
you can run the balance rate check cold as well. just need to fool the pcm. use a heat gun to heat up the ECT sensor at the waterpump housing.
