99 7.3 trouble

i have 99 f350 7.3 that starts very well no matter how cold,will sit at idle for extended time however when try to drive it begins idle rough at first,then wont take fuel,will finally shut down.when this happens bluesmoke from exhaust,will burn your eyes,smells like raw fuel.low pressure fuel pump running 20 to 30 sec before start up,repair manual says should be 5 secs,have replaced pump and cps so far.unpluged icp ,doesn't seem to help.would appreciate any help or ideas on cause or what to check next??? no check engine light until unplug icp.
