Erratic boost code p01249

Okay proud owner of a 2001 F-250 SD for 3 weeks now. I had codes p01249 and EBP sensor circuit. I solved the EBP snr issue no code, awesome. I have code p01249 wastegate failed steady state test.
so what I did so far:

I put pressure at the top actuator on the turbo 15psi it opened and held pressure. looks like it works.

pulled the intake tube from air filter to turbo pressurized system found no leaks.

put system all back together. added t line on red line to turbo top actuator to my boost gauge.

rd test= NO BOOST cruising 1500rpm
NO boost @ 1750 rpm
5psi - 10 psi Erratic@ 2000rpm
25-29psi 2200rpm+ heavy on the pedal
mods= 4inch turbo back, cold air intake,superchips fuel saver program


PLEASE HELP I WILL REPLY WITH ANY INFO I HAVE A SCANNER TOO

what is the valve on the bottom of the turbo pass.side the rod and the engine block are wet.
