Fluttery sound when boosting.....

My 99 psd has a fluttery sound when it starts boosting but still boosts 22-25 psi with a boost fooler and a wicked wheel. debating weather its a boost leak of exhaust......any help?!?!!?!?

not to sound dumb... what exactly do you mean by "fluttery sound"

like it sounds like an exhaust leak but i cant find anywhere where its leaking from.....ive already tried went through all my air charge system and still cant find any leaks..

not surge. i know what turbo surge sounds like. and its not supposed to surge at 7-10 .si
