7.3, Never fully warms up to operating temp?

Just grabbed an 01 7.3 Excursion 4x4 with 190k on her.

Drives great, little sluggish with the 35s but seems to drive fine. No real loss of power.

She will not get past about 1/4 of the temp gauge. I'd say the thickness of 2 quarters above the C \ mark. That's when driving for quite some time. If I sit at a light for quite awhile it starts to touch the C again.

Heat works decent but not super hot.

Thermostat issue?

I think that's the first place I'd look. It may be stuck open a bit allowing the water to circulate instead of staying in the block until it's warmed up properly.
