Glow Plug Relay Wiring Problem need help

I have been having no start problems since the cold weather is here , I installed new batteries , new Motorcraft glow plugs , and new Glow plug relay. Did not help the cold no-start issue , starts and runs fine if I plug in the block heater for an hour or two . I began checking the new glow plug relay for voltage and found no voltage on the load side large terminal with the key on , the battery side large terminal had constant 12.7 volts at all times , both small wire terminals are showing voltage also when key is on .
My question is : Is one of the small terminals on the glow plug relay not supposed the be showing voltage with the key on ? If so which wire ? , and how do I correct it ?
